Abstract: Desde el ámbito teórico, el estudio apunta a examinar la literatura relevante sobre el efecto ingreso
en modelos de elección discreta de manera fácil e ilustrativa. En el ámbito empírico, el estudio
busca detectar la presencia del efecto ingreso basado en la data de encuestas de preferencias
declaradas en transportes para Lima Metropolitana. Desde los años 90, las políticas en materia de transporte urbano han estado orientados a relajar
algunas reglas relacionadas a la entrada y salida de mercado, calidad de servicio y desregulación de
las tarifas, entre otros. El gobierno central del Perú ha emprendido importantes proyectos en
transporte urbano como son los metros. Estos proyectos requieren de una importante inversión, lo
cual debe llevar a realizar un profundo análisis respecto a los beneficios sociales que genera.
Ignorar el efecto ingreso dentro de la evaluación de un proyecto de gran inversión puede resultar en
un cálculo distorsionado de los beneficios sociales del proyecto. Por esta razón, es importante
identificar la presencia del efecto ingreso y sus potenciales implicancias en el cálculo de los
beneficios sociales.
Basado en una modelación multinomial logit para la data en estudio, se detectó una diferencia
estadísticamente significativa entre dos grupos de individuos. Asimismo, siguiendo el método de
Jara-Diaz y Videla (1989), se identificó que la utilidad marginal de ingresos es estadísticamente
diferente cuando es clasificado por grupos, lo cual lleva a inferir que existe la presencia de un efecto
ingreso entre los individuos observados.
The objectives of this dissertation come from the theoretical and empirical approaches. From the theoretical field, this study aims to examine the relevant literature of income effect in discrete choice models so as to provide a straightforward and illustrative document in this subject. The empirical objective pursues to detect the presence of income effects in the Peruvian case of study so as to contribute with some insights of the role of income for future transport investment appraisal in this country. The case of study is applied for the Lima Metropolitan Area. Since the 90’ the governmental policies in the transport sector has been oriented to lax some rules concerning to entry and exit, quality of service and pricing deregulation. Although these policies initially were promoted with the intention to overcome the excess of demand, then the extreme flexibility in the rules raised congestion problems. The central Peruvian government has resumed and undertaken some projects in the urban transport sector; in particular, projects in urban metro. The investment of these projects entails a considerable amount of resources, thus a profound analysis of the benefits need to be carefully done. The ignorance or the mis-specification of income effects into the appraisal may distort the welfare benefits of these projects. Thus the overall benefits may not outweigh the losses in the transport sector. For this reason, the empirical tests in the present study attempt to identify the presence of income effects and potentially implications in the welfare measurement. On the basis of discrete choice theory, the present study has tested several models by using the multinomial logit models. The dataset collected from an urban transport survey Lima Metropolitan in 2004 has enabled to carry several models.
