The dissertation aims to propose a new orientation for future action of the Peruvian foreign service, which could serve as a route for the country in the still ambiguous new world order. I proceed in three steps. The first section presents the principles established by Western hegemony after the Cold War era, before turning to the current turmoil that defies its ideals as well as attempting to understand the reasons behind this situation. The second segment outlines the theoretical approach of the rationalactor model (RAM) embraced by liberalism, which provides a helpful framework to comprehend the individual state-level interactions amongst different actors. Finally, the third section addresses the goals and intentions behind Peru’s foreign policy priorities, as well as its existing ideological obstacles. In doing so, it applies the RAM model to former decisions of the Peruvian government, with the objective of finding alternative formulas of regional collaboration.
