Resumen: En 2014, el Ministerio de Educación de Perú inició la implementación de un esquema de incentivos denominado Compromisos de Desempeño (CdD) para mejorar procesos críticos y lograr metas de aprendizaje. Esta disertación explica por qué se tomó esta decisión y utiliza el marco de múltiples flujos (MSF) de Kingdon para comprender el proceso de establecimiento de la agenda. Los datos fueron recolectados a través de entrevistas y complementados con revisión documental. En el flujo de problemas, se encuentra que los puntajes bajos en las pruebas estandarizadas crearon un sentido de urgencia que motivó la implementación de una política. Los formuladores de políticas identificaron que la distribución de materiales y los contratos de los maestros sufrieron retrasos, y ambos procesos críticos deben realizarse de manera oportuna para mejorar los resultados del aprendizaje. En cuanto a la corriente de políticas, las experiencias del Ministerio de Economía y Finanzas (MEF) fueron la base para diseñar una herramienta de incentivos en educación. Los empresarios públicos que habían trabajado en el EUROPAN y el Plan de Incentivos Municipales utilizaron esta experiencia para diseñar un mecanismo similar en el Ministerio de Educación. En cuanto a la corriente política, la centralización de decisiones, el apoyo de los ministros, la aprobación del MEF y la ausencia de oposición fueron factores que facilitaron que el CdD entrara en la agenda del gobierno. Los CdD representan un caso de transferencia de políticas dentro del estado, de un sector a otro.
In 2014, the Peruvian Ministry of Education started the implementation of an incentives’ scheme named Performance Commitments (CdD) to improve critical processes and achieve learning goals. This dissertation explains why this decision was made and uses the Kingdon’s multiple streams framework (MSF) to understand the agenda-setting process. The data was collected through interviews and complemented with documentary review. In the problem stream, it is found that low scores in standardised tests created a sense of urgency that motivated the implementation of a policy. The policymakers identified that the distribution of materials and teachers’ contracts suffered from delays, and both critical processes must be performed opportunely to improve learning outcomes. Concerning the policy stream, the experiences of the Ministry of Economy and Finances (MEF) were the basis for designing a tool of incentives in education. The public entrepreneurs who had worked at the EUROPAN and the Plan of Municipal Incentives used this expertise to design a similar mechanism at the Ministry of Education. Regarding the politics stream, the centralisation of decisions, the support from the ministers, the MEF’s approval and the absence of opposition were factors that facilitated the CdD enter the government’s agenda. The CdD represent a case of policy transfer within the state, from one sector to another.
