In the process of the electoral and democratic history of our country, it is possible to observe the presence of democratic periods of brief space, of military governments to a great extent, of coups d'état and a great zeal of the political class, of being of benefit with the device of the condition. The democratic life related to the electoral legislation dates back from 1923 where the first laws were started dictating to recognize the right to suffrage in the condition. The characteristics more important of the majority of the laws dictated in electoral matter were the sanctions to the omission of voting, you hold the same ones, to fines that were increased as the years were spending, besides the suspension of citizenship and in the first years of the republic, the exhibition of the names of all the suitable citizens for suffrage, which they had not exercised his right before the community. The sanction like way of incentive in order that the people was meeting to the electoral urns to exercising the right to vote, was one of the worst mistakes of the condition. Creating hereby, a lack of commitment of the elector with relation to the most important matters of the political life of Peru. In the present work the most important points touch each other on the electoral history of Peru, and the particularity of the electoral laws dictated according to his epoch. Of equal form, there is approached the democratic and electoral history of the republic of Colombia. There is realized the analysis of the results of civil participation in the electoral assemblies from the year 1962 up to 2016 in Peru, and in Colombia from the year 1990 up to 2014 All that, endorsed by the political constitution of the condition and the Universal Declaration of Human Rights, in addition, of the analysis realized in the compared right, more punctually, in the constitutions of several countries that shelter the optional vote as form of the exercise of suffrage. Finally, there is approached the topic of the democratization of the suffrage in Peru, of the hand with the social and political battles that the peasants recovered in the main illiterate, in the search that the condition, it was recognizing his social, civil and political rights. Everything before mentioned, it will serve for the offer of the acquisition of a new form of suffrage in Peru. Eliminated the obligatory vote and the whole history marked by the sanctions and the contribution to the confidence lack of the citizenship, with relation to the participation in the political life of the country. Acquiring the optional vote, as the best way for the strengthening of ours democracy.
