Abstract: En la presente investigación se planifica una serie de acciones progresivas encaminadas al desarrollo del ecoturismo en esta área natural protegida (ANP), por medio de un programa de desarrollo ecoturístico (PDE), que guía las operaciones para su desarrollo en la Reserva Nacional Allpahuayo Mishana (RNAM), bajo la modalidad de concesión de servicios ecoturísticos por un periodo de 5 años. Entre los resultados encontrados en la planificación del PDE tenemos: (1) determinación de las áreas turísticas norte y sur; (2) inventario de recursos turísticos, con la máxima jerarquía del recurso turístico en la categoría sitios naturales/reserva nacional; (3) diseño de 5 productos ecoturísticos (Mishana, San Martin, Llanchama, INIA, IIAP) con variados senderos por producto, haciendo un total de 17 senderos, cada uno con su perfil topográfico; (4) planificación general del ecoturismo con la misión, visión, objetivos y otros aspectos; (5) planificación física para el desarrollo del ecoturismo, que contempla la determinación de la capacidad de carga turística (cct) de 11 senderos, y plan de monitoreo de impactos por ecoturismo con indicadores mínimos; (6) lineamientos para el diseño de sitio; (7) estudio de impacto ambiental para la fase inicial y operativa, así como la evaluación de riesgos ambientales a la que está expuesta el PDE, con sus estimaciones de impacto en el entorno humano, ecológico o natural y socioeconómico; (8) lineamientos para el diseño arquitectónico; (9) lineamientos generales para los actores involucrados; (10) plan de interpretación ambiental, que incluye los lineamientos respectivos; (11) plan de mercadeo; (12) gestión socio ambiental que incorpora el rescate y valoración cultural, y estrategias de desarrollo comunitario; (13) manejo administrativo y financiero del PDE, donde están el plan de recursos humanos con su organigrama respectivo y atributos del personal requerido, con propuesta de remuneraciones; (14) recursos financieros que considera las inversiones y el flujo de caja proyectado para cinco años, donde los indicadores tanto económicos y financieros nos demuestran una alta rentabilidad; (15) plan de monitoreo y evaluación del PDE.
In this research, a series of progressive actions are planned for the development of ecotourism in this natural protected area (ANP), by means of an ecotourism development program (PDE), which guides operations for its development in the Allpahuayo Mishana National Reserve (RNAM), under the mode of concession of ecotourism services for a period of 5 years. Among the results found in the planning of the PDE are: (1) Identification of the northern and southern touristic areas; (2) inventory of tourism resources, with the highest hierarchy of the tourism resource in the category natural sites/national reserve; (3) design of five ecotourism products (Mishana, San Martin, Llanchama, INIA, IIAP) with several trails per product, making a total of 17 trails, each with its topographical profile; (4) general ecotourism planning with mission, vision, objectives and other aspects; (5) physical planning for the development of ecotourism, including the calculation of the touristic load capacity (cct) of 11 trails, and impacts by ecotourism monitoring plan with minimum indicators; (6) guidelines for site design; (7) environmental impact study for the initial and operational phase, as well as the environmental risk assessment to which the PDE is exposed, with estimates of impact on the human, ecological or natural and socioeconomic environment; (8) guidelines for architectural design; (9) general guidelines for the actors involved; (10) environmental interpretation plan, containing the respective guidelines; (11) marketing plan; (12) socio-environmental management that incorporates culture rescue and valuation, and community development strategies; (13) administrative and financial management of the PDE, including the human resources plan with its respective organizational structure and attributes of the staff required and salary proposal; (14) financial resources, considering investment and the projected cash flow for 5 years, where both economic and financial indicators show a high profitability; (15) the PDE monitoring and assessment plan.
