During the professional training of an agricultural engineer at UNALM, it was possible to understand the importance of managing public investment projects, since it is the way in which the state makes efficient use of its resources. In addition, knowledge in the management of water resources was developed in order to guarantee water security for the future. Based on this, water planting and harvesting activities such as the construction of qochas are promoted in the high Andean areas of Peru. The purpose of this paper is to analyze the physical and financial execution of two investments to optimize planting and water harvesting carried out by the Executing Unit “Fondo Sierra Azul“ (UEFSA) in the Apurímac (2020) and Cajamarca (2021) regions under the direct administration mode. To do this, a comparison was made between the physical progress programmed in the file with the real valued physical progress. The causes of the difference between the valued physical advance vs. the monthly financial advance were identified. In addition to this, it was identified if the investments met their physical goals, deadlines, budgets and yields indicated in their technical files. The results showed that the Apurímac region had a better physical and financial execution, since it made an efficient expenditure of its resources, 92.05% of its budget, executing all its proposed physical goals. While the Cajamarca region only executed 78.86% because it did not execute all its physical goals. Likewise, the evaluation of the physical vs. financial execution concluded that despite having concluded the physical execution of the works, the financial execution continued to be carried out since payments were made for the provision and contracting of services that were executed, as well as the payments of forms and services of the professionals responsible for the work.
