The present research work has been developed with the finality of know the use and utilization of hydric resources in the hydrographic unit Santa Eulalia, ambit which provides of a considerable amount of water offer to the population of Lima; however, they’re the rural communities of this basin which less account with this resource. In this sense, we have developed the following work, which consisted in three stages (pre field, field and cabinet). During the first stage was performed the information gathering and the visit to institutions related in the integrated management of the hydric resource. The second stage was conducted the characterization of the study ambit and the realization of interviews, in order to know the problematic that they present in their administration, quantity, quality of hydric resource and the existence of entailment with the corresponding entities (ANA, ALA CHRL y MINAGRI). For the third stage was conducted the processing of collected information in the previous stages and the systematization of the interviews, obtaining as results a hydric deficit in the months of June to November, the deficient resource management, breach of the existing normative framework, being more critical in middle and high sub-basin of the hydrographic unit. Finally, was conducted the analysis of potentials and limitations to formulate strategies according to six themes identified (Utilization of Hydric Resources, Institutional, Water Culture, Environmental Conservation, Water Quality and Risk Management) with the finality of administer and develop the same in form sustainable and balanced.
