The National Institute of Statistics and Informatics has been conducting the National Survey of Educational Institutions (ENEDU) in Peru, from 2009 - 2019 and 2021, in order to obtain information to estimate indicators to evaluate the implementation of the Learning Achievement Program for Students in Regular Basic Education (EBR) which is being implemented in public educational institutions at the initial, primary and secondary levels, and serve as a basis for the design and orientation of educational policies that allow the improvement of learning achievements. The process used for the sample design consists of six steps: the first was the definition of the population, which is the public educational institutions at the pre-school, primary and secondary levels of Regular Basic Education located in the 24 departments of the country. The second was the identification of the sample frame, which was divided into 6 large strata at the level of geographic area (urban and rural) and educational level (initial, primary and secondary). The third was the determination of the sampling method for the study, which would be a two-stage, stratified sampling with independent selection in each stratum. The fourth was the determination of the sample size, with a total of 11 279 educational institutions, by educational level: 4 079 in pre-school, 4 386 in primary school and 2 814 in secondary school. The fifth step was the selection of the sample material, which consisted of two stages: in the first stage, educational institutions were selected with a proportional to size (PPT) and systematic sample design, and in the second stage, the selection of sections, curricular area and pedagogical environments with a simple systematic sampling. The sixth step is the decision on the most appropriate treatment of non-response by the respondents, for which non-response has to be balanced by adjusting the sample weights.
