Hard yellow corn is an input to chicken and pork production in Peru and could be being displaced by imported grain. Therefore, the objective of the investigation is to determine whether the implementation of import quotas for corn American corn harmed producers and consumers from 2000 to 2016. This Tariff Policy was signed in the Trade Promotion Agreement (APC) Peru - The United States, which implied a system of incremental quotas for the opening of imports of corn (MAD) from the United States to Peru as of 2009 when the agreement came into force, which establishes a 100 percent reduction in Ad valorem for an number of tons agreed per year. The methodology includes a linear regression with the two-stage least squares method. The hypothesis that quotas displace the local product was rejected. It was found that the quotas do not explain the economic losses of the producer, since these occurred before the entry into force of the agreement. The growth in domestic demand for MAD explains the growing imports that were added to the national production of this grain. In conclusion, the implementation of quotas would not have harmed the economic well-being of corn producers or direct consumers of this grain, and it is recommended to evaluate other factors that make Peruvian MAD more expensive, such as the reduced areas to harvest, the low yield due to hectare, scarce technology, and informality.
