This research was conducted to carry out a conceptual and applied critical review of the current water regulations and propose appropriate amendments to encourage the efficient use of water resources and allocation of Water Rights. This was achieved by updating three hydrological tools: (1) The length of the registration period (LRP) hydrometeorological records, useful in planning water projects and the capacity of the respective works; in the context of development of water balances (WB) and analysis of the operation of hydropower projects: (2) The duration curve (DC), and (3) Hydrologic simulation (HS). The LRP results, using Binnie criterion, report an appropriate extension in the order of 35 - 40 annual events. Compared to equal water supply (series average monthly flows), the water availability DC is less than the HS availability. In the global multiyear Panama Pampas project, the deficit (d) “d DC“ is approximately 32 percent higher than the “d HS“. However, it is the satisfaction of monthly demand (for lower deficits), where the advantages of the HS over the DC (greater satisfaction than 40 percent in low water) is appreciated. For the OCO 2010 Hydropower project, the overall multiyear water availability HS is greater by 11 percent on average than the DC availability. This monthly difference in the dry season, is 30-75 percent. From the above it is concluded as valid for academic, professional and regulatory hydrological practice, to set the Binnie criteria to establish the appropriate LRP, and prioritize the use of HS over DC (based on the degree of water resources utilization by scarcity criteria).
