The objective of this research was to determine the economic impact of the application of environmental regulatory measures on the use of pesticides in potato crops in the district of Barranca in Lima. The hypothesis stated that economical impact, measured as changes in social surplus, is increased when environmental regulation measures are applied. The analysis units used in the study were surveyed farmers belonging to the irrigation committees of Potao and Chacarita Puerto in the district of Barranca, region of Lima. For the evaluation of environmental regulation measure impacts, scenarios of conventional farming, application of integrated pest management, use and release of Organic Agriculture and a cisgenic seed resistant to late blight were simulated. In all cases we proceeded to short-term assessment using the method of partial budgeting as well as long-term assessment using the agricultural surplus model. Likewise, the Environmental Impact Quotient was calculated for conventional agricultural scenarios, biotech and IPM crop management. For the analysis related to the use of fungicides regarding the release of the cisgenic seed resistant to late blight, we applied Markowitz’s optimal portfolio model. Partial budgeting method applied to @RISK monetary flows, showed an increase in profitability for cisgenic crops (between US$ 14 200 or S/. 42 600 to US $ 3770 or S/. 11 300 at 90%) compared to conventional farming methods (between US$ 3070 or S/. 9 210 to US$ 11 510 or S/.3 4540 at 90%). As for the calculation of EIQ for both the scenario with integrated pest management control (insecticides 58.34- and fungicides -382.74-) and cisgenic (fungicides -39.59-), it shows that the hypothetical use of cisgenic seeds provides overall better results. In addition, optimal use for five (05) fungicides was obtained, indicating that restraining the total use of these would yield similar performance with lower levels of contamination. Regarding the change of the social surplus (using as measurement the regulation of biotechnological alternatives usage), the increase reaches US $ 38 million (adding the surplus of producers and consumers) that is, the order of about US $ 2 million annually (minimum of US $ -5 million and up to US $ 92 million, with 90% of positive scenarios) including the social discount rate of 9%.
