Resumen: El estudio está basado sobre un análisis comparativo acerca de la competitividad de las zonas francas de Tacna y Bogotá. Para esta investigación se basó la competitividad de las zonas francas en tres pilares principales, incluyendo infraestructura, especialización de trabajadores y marco regulatorio a través del entorno institucional. En Tacna como Bogotá, las zonas francas tienen un tratamiento especial en aspectos de beneficios tributarios y aduaneros. Si bien, la mayoría de las zonas francas tienen un comportamiento y objetivo similar, dependerá de cada país o ente administrador quien brindará el apoyo económico y legal para impulsar estas zonas como polos de desarrollo para la región y país. Si bien, ambos países latinoamericanos son similares en aspectos tanto positivos como negativos, ¿por qué se da la brecha comparativa? Para el análisis del estudio, se usó una metodología descriptiva; donde determinará los principales pilares de competitividad plasmados. Para la obtención de resultados, se realizó entrevistas a expertos en el tema y también se realizó una revisión documentaria de investigaciones y papers pasados donde se obtuvo información de calidad. Con las respuestas brindadas por los diversos funcionarios de altas gerencias de la zona franca de Tacna y Bogotá, se pudo observar que el principal factor limitante del desarrollo de la zona franca es el marco regulatorio a través del entorno institucional; ya que, en el caso de Tacna, el estado solo lo ve como una propuesta de mejorar el empleo, más no como polo de inversión y desarrollo. Si bien es la principal limitante, también se observan los servicios de infraestructura y canales de distribución que son deficientes para poder captar inversión de usuarios.
The study is based on a comparative analysis of the competitiveness of the free zones of Tacna and Bogotá. The research sought to base the competitiveness of the free zones on three main pillars, inclusion of infrastructure, specialization of workers and regulatory framework through the institutional environment. In Tacna as Bogotá, the free zones have a special treatment in aspects of tax and customs benefits. Although the majority of the free zones have a similar behavior and objective, it will depend on each country or administrative entity that will provide the economic and legal support to promote these zones as development poles for the region and the country. Although both countries are Latin American and are similar in various positive and negative aspects, why is there a comparative gap? For the analysis of the study, a descriptive methodology was used; where it will determine the main pillars of competitiveness embodied. An interview was conducted with experts on the subject and a documentary review of research and past documents was also carried out, where quality information was obtained. With the responses provided by the various officials of high management in the free zone of Tacna and Bogotá, we were able to observe the main limiting factor in the development of the free zone is the regulatory framework through the institutional environment; since, in the case of Tacna, the state only sees it as a proposal to improve employment, but not as an investment and development pole. Although it is the main limitation, the infrastructure services and distribution channels that are deficient to capture investment from users are also observed.
