The COVID-19 pandemic has brought significant changes to the education system and the way different actors communicate in the management process. Effective communication and citizen participation have become crucial to addressing the pandemic's challenges and ensuring the continuity of learning and meeting the needs of the educational community. The region of Lambayeque faces significant challenges in access to technology and digital gaps, limiting the participation of the most vulnerable groups. This study aimed to explore the development of communication between the actors involved in citizen participation in educational management in Lambayeque during the COVID-19 context. Interviews and content analysis of official documentation were conducted to identify the most frequent and relevant communication problems, such as scarce and deficient technological resources and inadequate technology management for communication, and how they were addressed. The study found that COPALE, the leading local body for citizen participation, was inactive, but social networks functioned as education support. Moreover, the research evidenced that digital gaps affect people differently, and the state should reconsider its methods, considering intersectional approaches that ensure the inclusion of the most vulnerable. Understanding how to improve communication in the context of COVID-19 and digital gaps may have significant implications for policymaking, improving educational quality in Lambayeque, and potentially in similar contexts.
