This work seeks to study the effect on the Peruvian labor market of the implementation of unemployment insurance from a theoretical and empirical perspective. The basic version of the search and matching model is used for the theoretical framework, and then some extensions and alternative versions are considered. Then, in the empirical evidence section, real data applications of the model are reviewed, the current state of the Peruvian labor market is visited, a proposal for the implementation of unemployment insurance in Perú reviewed, and finally, the Chilean case, where unemployment insurance has been implemented since 2002, is briefly analyzed. Our main result is that, in general, the empirical evidence is consistent with the results of the search and matching model and reflects that unemployment insurance in Peru should increase the unemployment rate through a moral hazard effect. However, we also find evidence that, with the right characteristics, unemployment insurance implemented in Peru could minimize this moral hazard effect, which, combined with its positive effects on people’s quality of life, would justify at least reevaluating its viability.
