The idea behind the current research paper is born as a valid alternative to the growing single use plastic bag consumption; which negatively impacts the ecosystem we inhabit. As a result of an accelerated lifestyle great actions ought to be made in order to tackle environmental issues, but simple actions will also have a great positive impact. For this reason, the research seeks the use of biodegradable and water soluble t-shirt bags based on Polyvinyl alcohol (PVA) as a more suitable option. In this paper concepts, methodologies and tools from the Industrial Engineering career will be put into practice, which initially include the frame of concepts and references. Then, the elaboration of a market research through different sources determined a target demand on 2027 of 63 418 milliard plastic bags. After, through the Factors Ranking Method, the most appropriate plant location was found to be Lurin district in the province of Lima Based on the analysis of available technologies, it was defined that the mono layer film extrusion technic is the most suitable because of the possibility to adequate the required production capacities as well as material availability and industrial machinery costs. Once the technological and human resources aspect is determined, the paper will cover que required areas inside the plant. This resulted in a total 1274,65 sqm area with 532,92 sqm industrial premises. Finally, an economical-financial evaluation was developed, this comprehended positive results of a 5 year long project life, with 40% of the total investment as a bank loan with partial grace and an annual effective rate of 15%. After the evaluation, the results showed a 63,31% of internal recovery rate which greatly surpasses the Return Costs of 18,78%, set by the investors as their expected earnings; a Financial Net Present Value of S/4 207 729,94 and a Payback period of 2 year 9 months 29 days. Additionally, the social impact evaluation was performed which obtained the main relevant indicators.
