On May 12, 2014, the European Commission approved Regulation (EU) No. 488/2014, which modified Regulation (EC) No. 1881/2006, through which it established maximum limits for cadmium in cocoa derivatives. This new regulation came into force in 2019 and could be affecting Peruvian exports of cocoa beans and cocoa powder. Peru, in recent years, has made significant progress in the industrialization of cocoa for export, a process that could be slowed down with the entry into force of Regulation (EU) No. 488/2014, and the consequent negative effect for our exports of this product. For this reason, the present investigation aims to estimate the effect on the value of Peruvian exports of cocoa beans and cocoa powder due to the modification of the Regulation, as well as to discover the measures that Peruvian exporters are taking to minimize this possible impact. For this, first, we apply questionnaires to Peruvian exporters of cocoa beans and cocoa powder. Then, we proceeded to analyze the results through the Chi-square test in the SPSS program. According to the results obtained, we conclude that there is a negative effect on Peruvian exports of cocoa beans and cocoa powder due to the modification of the Regulation. Furthermore, to minimize the negative impact of this modification, Peruvian exporters are importing African cocoa to mix it with Peruvian cocoa and produce cocoa powder; however, they are not yet fully redirecting their cocoa bean sales to new markets.
