Propuesta de mejora del programa de segregación en fuente del distrito de lucre provincia de Quispicanchi Región Cusco para el año 2017.

Abstract

El presente estudio, tiene como fin mejorar el programa de segregación en fuente del distrito de Lucre, provincia de Quispicanchi región Cusco para el año 2017, para tal fin se realizó diversos análisis enfocados a diagnosticar el programa y sus partes fundamentales. Del análisis externo, se determinó mediante las herramientas de análisis PESTEL los factores políticos, económicos, socio culturales, tecnológicos y ecológicos del programa, de tal manera mediante la herramienta de análisis BENCHMARKING se determinó el mejor modelo para seguir. Del análisis interno, se determinó primeramente el aspecto técnico y operativo, el aspecto gerencial, los aspectos financieros. A continuación, se usaron los análisis de competencias centrales para determinar los recursos y capacidades del programa; después se determinaron la cadena de valor del programa, los factores críticos de éxito y finalmente los actores claves del programa. Para agrupar todos estos análisis, se elaboró una síntesis en un análisis FODA, esta se detalló minuciosamente en la matriz de análisis y diagnóstico MADE y la matriz de análisis y diagnóstico MADI. Finalmente para la determinación final se usó el análisis de brechas que nos permitió evaluar el panorama actual de la organización, poniendo en relieve los problemas y dificultades identificados en el Análisis FODA, con el fin de formular estrategias generales que se deberán diseñar e implementar para lograr obtener los Factores Críticos de Éxito. Para la propuesta de mejora se llegó a la conclusión que la meta será aumentar el nivel de participación de la población actual para el año 2017 a un 30% lo que ampliara la vida útil del lugar de disposición final, así mismo se aumentará el nivel de conocimientos y cultura ambiental de los habitantes del distrito de Lucre; finalmente se determinó que los ingresos por la adecuada implementación de las mejoras llegaran a S/ 6506 según las proyecciones de venta del materia reciclado.

he purpose of this study is to improve the source segregation program of the district of Lucre, province of Quispicanchi, Cusco region, for the year 2017. For this purpose,several analyzes focused on diagnosing the program and its fundamental parts were carried out. From the external analysis, the political, economic, socio-cultural, technological and ecological factors of the program were determined using the PESTEL analysis tools, in such a way, through the BENCHMARKING analysis tool, the best model to follow was determined. From the internal analysis, the technical and operational aspect, the management aspect, the financial aspects were first determined. Next, the core competency analyzes were used to determine the resources and capabilities of the program; Afterwards, the value chain of the program, the critical success factors and finally the key actors of the program were determined. To group all these analyzes, a synthesis was elaborated in a SWOT analysis, this was detailed in detail in the MADE analysis and diagnosis matrix and the MADI analysis and diagnosis matrix. Finally, for the final determination, the gap analysis was used, which allowed us to evaluate the current panorama of the organization, highlighting the problems and difficulties identified in the SWOT Analysis, in order to formulate general strategies that should be designed and implemented to achieve obtain the Critical Success Factors. For the improvement proposal it was concluded that the goal will be to increase the level of participation of the current population for 2017 to 30%, which will extend the useful life of the final disposal site, as well as increase the level of knowledge and environmental culture of the inhabitants of the district of Lucre; finally, it was determined that the revenues for the adequate implementation of the improvements reached S / 6506 according to the sales projections of the recycled material.
