In this study, opportunities for improvement of the Efficient Business Model applied by Osinergmin to deal with the problem of determining the Distribution Added Value (VAD, as per Spanish acronym) were analyzed. The DEAP software was applied to 13 electricity distribution companies, 3 of private companies and 3 of state owned, which provide electrical energy to more than 50 thousand users, to estimate their relative efficiencies based on their Cost Studies of VAD presented to Osinergmin in 2018 and 2019. As a result it was obtained that on average the most efficient companies of the group were Enel Distribución, SEAL, Electro Sur Este and Luz del Sur; while the least efficient companies were Electro Norte, Hidroandina, Electro Norte and Electro Ucayali. Then, these results were described and justified with the quality parameters and management certificates of the companies. Finally, the improvement opportunities for these companies and the recommended regulation model were analyzed.
