A work is delivered successfully when the expected results are obtained, it is completed within the scope, time, costs, quality, resources and risk. That is, as approved. The project is also considered successful if it meets the established baselines. In this sense, this task implies implementing an adequate management of resources, through the permanent control of the modifications in terms and costs, through the use of project management tools that allow the early identification of alerts, facilitating the timely adoption of the pertinent actions, with the aim of achieving the expected utility by increasing efficiency rates during the process of executing a project. The objective of this study is to propose the use of an adequate control process for the resource of skilled and unskilled labor through the application of modern project management techniques based on the PMI, based on planning techniques and constant monitoring of the project in real time. The results obtained define the feasibility of using the earned value technique as an economic, reliable and efficient alternative to control costs, allowing the real situation of the project to be known, detecting deviations and providing timely technical and financial information, facilitating decision-making and adoption of the necessary corrective actions.
