In research was identified and characterized the conventional physical and mechanical properties, the determination of mineralogical and dispersive properties was also carried out. Considering as the main objective the stabilization of the soil with the addition of Portland cement and its influence on the mechanical behavior of the soils in the urban area of the Pilluana district. To determine the physical and mechanical properties, the Terzaghi methodology and binding standards were followed in all index properties of the soils. Also, with regard to mechanical properties, in terms of soil compaction using the modified Proctor method and soil resistance using the California Support Ratio (CBR) method. To identify the type of tropical soil, the correlation between the consistency limits and the Crumb methodology for erosion or dispersion was carried out. It was determined that the soils of the urban area of the Pilluana district present a tropical soil of the Laterite Arcillosa type, in addition to having dispersive properties. The soil is clayey with low plasticity, being the soil resistance or the California Support Ratio (CBR) equal to 4.1% al 95%DSM from poor to fair according to (MTC); the values of soil stabilization with cement to 4%, 8%, 12% are 7.7%, 13.6% y 21.6% respectively. Finally, it is concluded that the tropical soils of the urban area of the Pilluana district are of the Laterite Arcillosa type and present dispersive properties. According to the stabilization of the cement, for a subbase they are fair to good, according to its CBR index.
