The present research work, made us question the use of tax transfers by canon by subnational governments since they have been giving news about the waste and bad investment of these resources, and we question whether these transfers raise the quality of life of the inhabitants of the cusco region? And we focus on answering this question that we ask, focusing on an objective to analyze the behavior of tax transfers by concept of the Human Development Index during the period 2007 to 2012, for which a history of data provided by the Ministry of Economy and Finance regarding tax transfers for royalties and royalties; as well as the report of the United Nations Development Program regarding the HDI of the Cusco region in the period 2007 to 2012. For the analysis of the data, descriptive statistics have been used, analyzing the royalty-fee and the Human Development Index, thanks to this we obtained important results that would answer the questions we asked ourselves, the most important result we could find is that effectively There were variations and increases in the HDI at the district level, reaching a percentage level of 41.17% but not enough for the HDI to pass the category, the variable canon has been destined for investment in the health, education and transportation sector. the correlations and regressions between both variables and it was verified that there is a positive relationship with an incidence level of 13.5%, however, when carrying out the hypothesis test, it is concluded that the model is not adequate to predict.
