The lack of a means of communication between the Quico Health Post and the Ocongate Health Center, makes it difficult to refer and counter referral patients in emergency situations and other administrative processes, in this context, the main objective of this Thesis is the proposal of a communication system through radio links for the transfer of information from the referral system and counter-referral of patients in emergency situations between both health facilities. Chapter I is focused on describing the problematic and current situation from the technological and social point of view found in the Quico Health Post, to then propose objectives of the communication technology solution and reference and counter reference application. Chapter II develops the different network technologies used for rural areas and concepts to be used for the development of the reference and counter-reference application. Chapter III describes the methodology of Research, Development and Innovation (R+D+i) used for the development of the thesis, as well as the Top-Down Network Design methodology for the development of the communication network and the agile SCRUM methodology for the development of the reference and counter reference application. In chapter IV the proposal of the communication system and the software application is developed, starting from the choice of the appropriate communication technology, then the analysis of the required bandwidth is performed. Subsequently, the design of two solution proposals for the communication system is developed and the equipment to be used in the network is described, as well as the design of the reference and counter-reference application. Finally, the analysis of unit costs and the sustainability of the proposal are detailed. Chapter V shows the results obtained from the basic simulation of the communication system through radio links and tests of the reference and counter-reference application. Chapter VI discusses the results obtained with the background of this thesis. Finally, the conclusions and recommendations are presented, in which it is stated that the second proposal is the most feasible because it presents better technical and economic characteristics, and it is recommended to implement the proposal for both the Quico Health Post and other health facilities. that have similar characteristics, due to the benefits that would be reflected in the improvement of the health care service efficiency.
