In Peru, the accident rate on the road is very high, and this is due to the human factor, the problems with the vehicle or even the signaling status. It is for this reason that the Ministry of Transportation and Communications (MTC) has promulgated the National Regulations of Technical Vehicle Inspections (DS N. 025-2008-MTC) where it is appreciated that each Vehicle Technical Inspection Center (CITV) must have with a Retroreflectometer equipment to verify the degree of retroreflectivity of the retroreflective sheets and the National Single Shooting Plate. In this project, a device capable of being able to measure the Retroreflectivity Coefficient will be designed and manufactured, complying with the ASTM international regulations that govern the design of these equipment as well as the Peruvian Standard. The present work concludes that it was possible to perform both the mechanical and electronic design of a portable equipment capable of measuring the efficiency of retroreflective materials expressed by means of the Retroreflectivity coefficient (RA) in the unit of Cd / Lx / m2. The measurement of the retroreflectivity coefficient (RA) in the retroreflective sheeting is very important since it allows to avoid accidents due to the low visibility that there may be during night driving.
