The present work seeks to detail how the influence of the different sectors of society works and how it affects, either positively or negatively, the dictation of laws. As well as seeking to understand the level of influence of public opinion in Peru on political agendas and the process of their execution in non-electoral times. In this sense, the events that occurred in the approval of the "Law that promotes Youth Access to the Labor Market and Social Protection", colloquially known as the "Pulpin Law", will be analysed in order to determine if the rejection of this Law is It was due to a call for justice from part of the population, a manipulation of political groups, or a lack of state communication, which led to confusion about the scope of the Law. Throughout this document, different variables are analysed, and this is how, after developing this analysis, it can be determined that the conventional media such as radio and television had a leading role in the process of coverage of the enactment of the Pulpín Law, as well as in the marches organized by various groups. This influenced the opinion of the Peruvian citizen regarding the violation of workers' rights. On the other hand, it can be inferred that external agents were decisive in the development of the promulgation and rejection of the Pulpín Law, which establishes that citizen participation plays a fundamental role in the permanent questioning of the measures developed by the Executive. In this work, special emphasis has been placed on maintaining the impartiality of the case with the intention of not starting a discussion of the content of the debate and the proposals to determine if Law 30288 and its actors have acted in good faith or not.
