The Energy Social Inclusion Fund (FISE by its acronyms in Spanish) has been established with the aim of promoting through its intervention the use and consumption of clean energy, replacing the fuels that contaminate and affect the health of people and the environment through of the massification of the use of natural gas in the most vulnerable sectors of the population, the expansion of the energy frontier through the use of renewable energy and the promotion of access to LPG (Liquefied Petroleum Gas). Since FISE began its activities in 2012 until the end of fiscal year 2015, the number of beneficiaries enrolled in the FISE register reached 1'356,968. According to the results found about the factors that affect the management process of the FISE to improve the quality of life of the beneficiaries of the Manchay area, district of Pachacamac, the beneficiaries do not identify that the program helped them to improve their quality of life through the massification of the use of gas cylinders. On the perception of the beneficiaries regarding the implementation of the FISE and its relationship with the reduction of energy poverty, the beneficiaries identify the FISE only as a program that distributes gas vouchers and has no other type of benefit. Likewise, about whether the selection criteria used by the FISE guarantee that the beneficiaries are in agreement with the objective of the Program, it was evident that these are in accordance with its design, but it is necessary to incorporate other aspects such as the socioeconomic evaluation which must be previously verified to receive the service in the potential users. Finally, regarding whether access to LPG contributes to the care of the environment, the beneficiaries did not relate this benefit as a form of clean energy that takes care of the environment. The research will be of diagnostic type as it seeks to know the characteristics, conditions and the context in which the FISE is developed in the area of Manchay, Pachacamac district. Taking as units of analysis: i) state institutions such as OSINERGMIN and FISE through its officials; ii) Luz del Sur as an electricity distribution company and LPG distribution companies; And iii) FISE beneficiaries. The sources of information will be the primary sources: collection of information from semi-structured interviews and questionnaires; And, secondary: bibliographical data collected from national legislation, official reports, reports, annual reports, official presentations, magazines, internet. The universe is made up of people who have participated in FISE during the year 2015 in the district of Pachacamac, Manchay area. Universe refers to the total beneficiaries of FISE 381 beneficiaries. The sample has been selected for trial and convenience and would be determined as a representative number of the universe, ie 40 beneficiaries (active, excluded and / or inactive), 03 LPG distributors and 02 FISE OSINERGMIN and 01 relation of Light of the South). The results obtained have been structured based on the general objective of the research, which consists of knowing how the components of the Energy Social Inclusion Fund are being implemented to improve the quality of life of the residents of the Manchay area, Pachacamac district. In this way, the research is expected to contribute to the improvement of FISE in terms of meeting the objectives for what was created.
