The study investigates the level of empowerment of women entrepreneurs in Lima, the barriers and constraints they face when starting and running a micro business. Using the empowerment framework by Alsop, Bertelsen and Holland and the Asset Vulnerability Framework by Moser, the study analyses the agency and the structure opportunities in the context of entrepreneurship. The research suggests that most of the women entrepreneurs have a low level of assets but the opportunity to make a choice exist supported by the financial system and the business programs by the National Government. The social norms are the informal institutions that create the barriers and limit that women use the choice of being entrepreneurs and achieve the desired results. Microbusiness can be a mean of empowerment and transform the social relations; however, for a group of women the removal of patriarchal values is still critical.
