This research analyzes the impact of state policies and private investment in the Peruvian hotel market during the period 1990-2005. The 1990s, characterized by economic crises, witnessed significant reforms such as the privatization of companies and openness to foreign investment, aimed at stabilizing the Peruvian economy. The thesis will detail how these policies transformed state control over the tourism and hotel sector, evolving from the management of EnturPerú to post-constitutional reform privatization in 1993. The research is organized into two main points. First, the state policies implemented after the constitutional reform and their impact on the hotel sector are examined, highlighting significant improvements. Second, the importance of the new state policies in the investment of the hotel sector is analyzed, observing sustained growth after privatization, especially in the service sector. Additionally, the research aims to identify the behavior of hotel companies during the studied period, considering factors such as entrepreneurial interest, state policies, profitability, and personnel efficiency. This will provide a comprehensive understanding of the sector's transformation between 1990 and 2005.
