The General Directorate of Environmental Affairs-DGAAM of the Ministry of Transport and Communications, is in charge of the environmental evaluation of projects, activities and services that are not within the framework of the National Environmental Impact Assessment System (SEIA), however, it is considered that a series of improvements in said evaluation is possible due to the existence of a series of recurring defects observed in the process, which are: discretion in the evaluation due to the lack of a precise classification, errors in the writing by the administrator due to the lack of an adequate format, defects in form and substance in the formats proposed in the sector, and the lack of a social character in most projects. The present work proposes improvements in the evaluation of these projects for which a review of the casuistry of the last three years has been made through a random probabilistic sampling stratified by typologies on a total of 582 projects, activities and services for the sector transportation that have been classified outside the framework of the SEIA, establishing from said review recurrent patterns of defects to be improved that will allow us to propose improvements, analyze their possible impacts and propose them for future use, contributing to the development of the State and benefiting the managed and the population.
