Since 1994, Peru has many concessions that are managed by private companies, both in the areas of telecommunications, health, security, sanitation, airports, ports, railways, hydrobias and highways, the latter with 16 contracts currently in force. The highway concessions, in some cases, are self-sustaining, that is, they do not receive economic funds from the Peruvian state or, co-financed, where the Peruvian state pays the concession annually in order to keep the roads operational and in good condition, these co-financing is they occur on highways where traffic is low, where the collection of a toll does not finance its maintenance. In a self-sustaining concession such as Concesionaria del Norte, the money from toll collection is used to pay for routine maintenance such as: cleaning roads, bridges, gutters, sand removal, pruning and vegetation cleaning, as well as repair or reinforcement of asphalt folder. Thus, the relocation of a toll station, due to payment evasion, would provide the solution, with prompt implementation and operation being necessary, for which it is necessary to have appropriate methodologies to achieve these objectives, both financial and technical. In financial terms, the business analysis implies that, by relocating the toll station, it would increase the economic income within the following 10 years and this would be sustainable, making the concession positively profitable, in addition, the return on investment would be before finishing. the concession.
