According to the World Health Organization, in developing countries there are about 842,000 deaths annually due to lack of safe water and poor hygiene, including 361,000 deaths of children under 5 years of age, establishing the important relationship between good sanitation and health. In Peru, according to the Model for decision-making in Sanitation: Diagnosis System on Water Supply and Sanitation in Rural Areas (DATASS), until February 2019, of the total systems identified only 58.33% operate (good), 12.69% are collapsed (not operating) and 28.78% are opérate in limited way (regular). With this information, we can see a lack of attention for sustainability of the rural sanitation service in Peru in the operation and maintenance stage. In this context, the ways of public investment to develop infrastructure in Peru are the Traditional Public Works, the Public-Private Partnerships and the Works for Taxes, only the last two ways can contemplate, in addition to the construction stage, the operation stage of the system, although in Works for Taxes only one year of operation and maintenance is available. In this line, this research will analyze the type of technical and financial management of the rural sanitation service that Peru uses in the operational stage. Also, we will review what public strategies can be adapted to Perú, to achieve that sanitation systems operate for the entire period for which they were designed.
