A municipal eco-efficient management considers solid waste as a resource and its use as an ecologically and economically profitable activity. It means a radical change in the approach to waste management that goes from being collected to the final disposal to segregate them for use as raw material in different clean production processes, including the generation of energy. According to the Incentives Plan to improve Municipal Management Law No. 29332 and D.S 004-2012- MEF, which indicates that it must implement segregation programs at the source and selective collection. For this reason, the project entitled: “Strengthening and Implementation of RRSS Programs through Source Segregation and Selective Collection-Cercado de Lima“ was carried out, incorporating recyclers' associations into the system, in line with the incorporation norm and formalization of recyclers and Law No. 24919 Law that regulates the activity of waste pickers. To carry out the program, a pilot was carried out in the UV3 and UV5 Housing Units, made up of 3607 homes. The pilot had the participation of the Municipality of Lima, 10 formalized Recyclers, 4 students from the Faculties of Sanitary Engineering and Environmental Engineering who made environmental promoters and the neighbors and leaders of the committees of the neighborhood boards. The benefits will be environmental, social and economic. • Environmental: Improvement of the quality of life of the population through the conservation and improvement of the environment, due to the reduction of the amount of solid waste that has as final destination landfills, which increases the useful life of these. In addition to the reduction in the consumption of natural resources and energy, by reinserting recyclable waste into the production process. • Social: It will improve the quality of life of the population because it will be aware and sensitized. Likewise, trained leaders will disseminate good environmental practices of segregation. Diseases caused by the high level of contamination in the streets will be avoided. • Economic: Municipal savings in costs for transfer and final disposal of solid waste. Generation of social inclusion through decent jobs for organized recyclers. It is estimated an income of S / 283,302.00 Nuevos Soles that will influence the payment of taxes of the participating participants of the UV3 and UV5 programs. The Program contemplates a budget of S /. 33,216.00 nuevos soles.
