This research arises from the need to address the issue of quality of higher education i n Peru, considering the almost exponential growth of universities in our country, according to figures reported by the ANR exti nct between 2000 and 2013 The number of uni versities has increased from 72 to 140, which is being disaggregated basis which 51 are public and 89 pri vate. This means that i n just 13 years the number of universities i n Peru doubled. However, this increase in the number of universities does not translate into an improvement i n quality, and we must recogni ze that higher education today is not the best in our country, which directly affects the development of society own way. This phenomenon of growth of universities, UNESCO, i n the various summits to address the quality of university education so called deregulation of the higher education system, which until today has inevitably led to the quality of higher education leaves much to be want, as often is usually seen i n the different media that young college students do not know the minimum of general knowledge (such as: Who was Miguel Grau or who is the current president of Congress?). This worrying situation invites us to analyze the main causes that generate today higher education has such low quality, a fact that led to the epistemological level allows us to infer the hypothesis: that when education quality is not attentive flagrantly against the Human Right to Education. It should be clarified that the approach to the quality of higher education is an issue that has been on the agenda of practically every country in Lati n America and the Caribbean, for public and private institutions such as UNESCO organized events where you lived experiences are discussed i n other contexts in order to raise the delicate role of higher education and try to restore education to its teleological essence of being an i nstrument of change and transformation of man and society and to be a strategy of states to promote development of the society. Under the above arguments we can say that education promotes freedom and personal autonomy, promotes mutual understanding, tolerance and friendship among individuals and peoples, reasons that today is recogni zed as a fundamental human right and essential for the development of indi viduals and nations. However we must remember that i n the current context these objecti ves are seen only as a utopian ideal, si nce we are witnessing a scenario that has been lost - or at least forgotten - that fundamental purpose of education, since in many cases the i nstitutions of higher education away from education, are just formi ng citizens with professional skills, allowi ng us to hold “that education is of low quality“. It is in this vein that the present work is developed, focusi ng on the proposal that recei ving an education low attenti ve as human rights, for which grounds have been used on the quality of educati on various i nformation sources such as research i n Latin America and the way it has been managing uni versity education in our country, organi zing ideas and argument of this research, under the combi ned form of articulation and systemati zation that is handled in the doctoral thesis of universities in Europe and the United States, and structural proposal designed by the Graduate School of the Andean University of Cusco, understanding that this combination of formats offers greater advantages from a methodological point of view of a doctoral thesis and is consistent with the way this has been addressed investigation. The thesis is located between two i nterdisciplinary areas: human rights and epistemology of higher education. In both fields, the approach that we position ourselves is the analytical critic is, after making a situational analysis of the proposed problem analyze the causes and then propose suggestions to try to reverse this reality lean through the recommendations and suggestions. We believe that according to the nature of the proposed line of research topic follows a kind of interdisciplinary approach, si nce studies on Human Rights are not only addressed from a legal perspective, but because of its hori zontal nature through the grounds of right and lands into other disciplines such as sociology, education, etc.
