One of the problems that is becoming more acute in the city of Cusco is traffic congestion. The increase in the number of vehicles is the main factor causing this problem, which is why it is observed that almost all the main streets and avenues of the city are saturated and make the infrastructure capacity collapse; In other words, the increase in vehicular flow in the streets and avenues of our city causes congestion, long lines, delays and makes service levels deficient. The area under study is located in the districts of Wanchaq and Cusco and the intervened road is La Cultura Avenue in its entire stretch from the intersection with Santa Úrsula Street to the intersection with Huayna Capac Street, crossing important avenues such as Diagonal Angamos avenue and Víctor Raúl Haya. This avenue is one of the busiest in the city because of the largest commercial center in the city, as well as schools, universities, among others, which are located on the road artery. For these reasons, the main objective of this research is to mitigate the traffic congestion of La Cultura avenue in the entire study section and thus be able to improve service levels in its traffic light intersections with the help of the implementation of the green wave by means of modeling and simulation in the Synchro 10 software. In order to carry out this investigation, field data such as vehicle capacity had to be collected to determine the peak hour and the hourly volume of maximum vehicle demand, we also measured the times or traffic light cycles and their faces on a typical day of the week. Thus, with all the information collected in the field work, the current service levels and degrees of saturation were obtained in order to subsequently be able to evaluate the study area in order to implement the green wave and optimize traffic. Finally, with the changes in traffic management and the implementation of the green wave, notable improvements were obtained in service levels at signalized intersections, likewise, delays at intersections favorably decreased, in addition, the travel time to an extreme point on the other, it improved considerably, thanks to the progressive synchronization of the green color of the traffic lights at each signalized intersection.
