The research proposes a complete study of the contingent valuation method in a hypothetical market. The importance of the study was to estimate in monetary terms the water resources coming from the basin head of the Cachi, the objective of this research was to carry out an ecosystem services economic valuation of the water resources for agricultural purposes in a hypothetical market, in scenarios Willingness to Pay (WTP) and Willingness to Accept (WTA), using the Contingent Valuation Methodology (CVM). The research designed a new methodology that allowed estimating the real volumetric rate of the water resource of the Cachi basin. Likewise, returns to scale were estimated using the Cobb Douglas production function method. The results showed that agricultural producers are willing to pay a maximum of S/ 74.87/ha/campaing. Meanwhile the results of the willingness to accept the minimum amount or be compensated was S/162.05 /ha/wetlands/per month. According to the results of the proposed methodology, the volumetric rate for the livestock area was S/ 0.0161037/m³ and for the agricultural area S/0.0149460/m³. On the other hand, the results of the Cobb Douglas production function obtained returns to increasing scale, that is; production elasticities ɛ >1. It is concluded that the producers are WTP, for obtain continuity and quality of water supply for agricultural use, and that they are WTA, for the conservation and recovery of natural water sources. Therefore, it will contribute to the sustainability of the water supply from the high Andean areas of the Cachi basin. Therefore, the research will promote the efficient and sustainable use of water, in order to guarantee the provision of water resources for current and future generations in times of drought.
