The main objective of this research project is to analyze the participatory budget process of the Provincial Municipality of Lambayeque during the period 2019; for which it is intended to describe the characteristics, progress and limitations of the phases of the participatory budget process, in this way to know the development in the execution of the process focused on results of the management of public resources in the province; the research used a qualitative study approach, with a phenomenological design because it focuses on the interpretation of the perceptions from the perspective or point of view of the participants involved, of a descriptive type, it was taken into account the agents participating in the process, This is made up of 176 participants, with a non-probabilistic sampling method determined by convenience and with the finite population formula, a population of 120 was considered, made up of the technical team, 4 officials, 113 participating agents and 03 representatives of the monitoring committee of the process, complementing this information with the participatory budget guide and the technical report of the Municipality. As a result, the process has been developing according to the guide in a formal manner, without progress, with certain limitations due to delays in the projects, the gradual participation of citizens; in this sense, it is important to promote government-society communication.
