In many Intermediate Bodies of the country, of the San Martín region, and specifically in the Local Educational Management Unit - Rioja, it has been observed that the workers, perform their jobs with medium efficiency, lack to develop the organizational intelligence to be prepared and trained, and learn, to face the challenges and challenges of this globalized world. In this sense, the moral obligation to solve this problem is urgent, through the realization of a scientific research on a Quality Management System to improve organizational intelligence. Based on this described reality, the research problem was: To what extent will the Quality Management System develop the Organizational Intelligence of the Local Educational Management Unit - Rioja?. Research is applied because it is sought through this study to know to: act, modify and develop organizational intelligence. The selected sample is equivalent to 50% of the population, selected according to the non-probabilistic sampling, without norm or accidental. Conformed by the workers of said Institution, making a total of 30. The analysis of results showed that: Before applying the Quality Management System, the highest percentage represented by 66.67% has a regular level of organizational intelligence, 23% perceive a bad level of organizational intelligence, and 10.00% level good organizational intelligence. After applying the Quality Management System, the highest percentage, represented by 63.33%, has a good level of organizational intelligence, 33.3% has a very good level of organizational intelligence, and 3.33% has a regular level of organizational intelligence. With these results it was obtained that the calculated value (-12.04) is lower than the tabulated value (-1.699), in the unilateral test of tail to the left, being located in the rejection region. In this sense, it was concluded that the application of the Quality Management System significantly develops the organizational intelligence of the Local Educational Management Unit - Rioja.
