The following Thesis work to get the Professional Title of Civil Engineer, has been developed with the purpose of making a technical-scientific contribution to help solving a problem of fluent transit of a road, which when executed will allow a neighbor road who will contribute to the socioeconomic development of the beneficiary population. The following is an applied type research and has been carried out by the Faculty of Civil Engineering and Architecture of the National University of San Martin, which has been developed in the District of Moyobamba, Province of Moyobamba, in the San Martin Region. This work has been developed applying in the field the existing theories and norms of topography, soil mechanics, environmental impact, hydrology, road drainage, concrete and other related, and that have allowed to have the Definitive Study of the EMP.SM- 638 Neighborhood Road (THE MIRACLE) - PEDRO PASCASIO NORIEGA- CAMPO ALEGRE - EMP.PE-5N (SAN JOSE DEL MORRO) with a length of 5,364 Kms. The results show clearly that it is possible to achieve, from the correct application of the theories, studies and conclusive results, which after the measured analysis can be presented in the form of a definitive project, evaluating its feasibility in its entire context, optimizing its road. For the study of Rehabilitation of the neighborhood road under study, the engineering methods known for these types of studies were used, in two phases of work: field. During the Field Phase the evaluation and inventory of the current road was carried out: definition of the final trace, topographic survey of the road, consisting of the tracing, leveling, sectioning and placement of Bench Mark, location studies and evaluation of works of art to project itself; preparation of test pits along the track for soil mechanics studies; Environmental impact study, necessary for the road design. In the Cabinet Phase, the field data obtained were processed and interpreted, the different soil mechanics tests were carried out, and the topographic and art works plans attached to the study were processed, as well as the design of the pavement at the level of affirmed. The results show clearly that it is possible to achieve, from the correct application of the theories, studies and conclusive results, which after the measured analysis can be presented in the form of a definitive project, evaluating its feasibility in its entire context, optimizing its road.
