The present thesis is focused on the development of the analysis of the cultural spaces that allows to lead to the proposal of a Cultural Center, which will contribute to the recovery of the Art and the Folklore in San Martin. The research emphasizes the conclusions derived from a previous study conducted by the Direction of Arts and Access to Culture of the Culture Ministry, which states that the number of inhabitants per cultural center in Peru is 272,796 and that San Martin is one of the regions with the lowest number of inhabitants per cultural center with only 86,778. There is a big deficiency of cultural spaces and even more, the need to develop and potentialize public experience and social development through the diffusion of art and folklore. The proposal of the cultural center is a response to a problems that has been evident over the years in the city of Tarapoto, emerging a prevailing social need that is the strengthening and promotion of such manifestations and proposes as a solution to the problem of recovering the Art and Folklore which is in the process of losing its cultural identity in its various artistic and cultural manifestations. The survey was used as a data collection instrument and was addressed to the population of the San Martin region, who helped to confirm the hypothesis raised from the beginning. Based on the results of the survey, we deduced that the degree of knowledge about San Martin's culture is only between 20 and 30 percent among the population, which corroborates the need to encourage and promote in citizens and foreigners the artistic value of the folkloric traditions of the region. Finally, according to the results of the analysis and discussion of the survey, we concluded that a 50.3 percent consider that the quality of public spaces is deficient, therefore, they express the need to have an adequate alternative for the development and diffusion of culture in the city of Tarapoto, which ratifies the objectives and aims of this research.
