Planes del sector turismo en la región Loreto y contribución con el desarrollo sostenible y la inversión privada, año 2023

Abstract

El objetivo fue analizar la concordancia del plan regional con los planes nacionales, la inversión pública y la inversión privada que puede resultar de la concordancia de estos planes. Investigación descriptiva, no experimental; población constituida por datos históricos institucionales. Los resultados señalan que los planes nacionales y regionales no culminan el periodo para el cual se formuló, al ser reemplazados y la estructura del siguiente es diferente lo que no permite evaluar su impacto. El tamaño del presupuesto público asignando al sector turismo del país es reducido, entre el 0.30% y el 0,40% del total. Loreto recibe una pequeña proporción, entre el 1%y el 3% del sector nacional, creciendo a partir del 2020 hasta llegar al 7,30%, explicado por los proyectos de inversión que ha impulsado el gobierno regional. La eficiencia en ejecutar el gasto público a nivel nacional y regional es regular, 60% del PIM. La inversión privada en establecimiento de hospedaje, ha tenido ligero crecimiento en el año 2019, 3,02% a nivel nacional, y 2,49% a nivel de Loreto. En el año 2020, cayó, -16,67% y -8,68%. En el año 2021 recuperó, 23,89% y 26,81%.

The objective was to analyze the concordance of the regional plan with the national plans, the public investment and the private investment that can result from the concordance of these plans. Descriptive, non-experimental research; population constituted by historical institutional data. The results indicate that the national and regional plans do not complete the period for which they were formulated, when they are replaced and the structure of the next one is different, which does not allow evaluating its impact. The size of the public budget allocated to the country's tourism sector is small, between 0.30% and 0.40% of the total. Loreto receives a small proportion, between 1% and 3% of the national sector, growing from 2020 to 7.30%, explained by the investment projects promoted by the regional government. The efficiency in executing public spending at the national and regional level is regular, 60% of the PIM. Private investment in lodging establishments has had slight growth in 2019, 3.02% nationwide, and 2.49% at the Loreto level. In the year 2020, it fell, -16.67% and -8.68%.
