Rol del estado y conflictos socioambientales en la localidad de Bretaña, río Puinahua, región Loreto - 2018

Abstract

Evaluar los conflictos socioambientales que influyen en las relaciones que existen entre el estado, la localidad y la empresa petrolera, es importante porque se vuelve un instrumento de prevención al identificar las deficiencias y conflictos socioambientales generados por el mal cumplimiento de los roles y/o funciones del estado en la localidad de Bretaña, río Puinahua, región Loreto. Se tomó como énfasis, la verificación de modo específico y concreto con los roles y funciones realizados por los distintos sectores estatales: Como el gestor, el normativo, el fiscalizador, el promotor y el operativo, en base a encuestas que se tomaron a solo 481 pobladores de la localidad de Bretaña y las determinadas entrevistas a las autoridades de la localidad mencionada, sirviendo estos sectores como emisores en tiempo real de información al momento en el que estos se pusieron a prueba por parte de la población, o sea, sirvió para identificar y medir la efectividad que estos (sectores estatales) presentan al momento de realizar sus funciones asignadas hacia la localidad. El objetivo concurrió en determinar la relación que existe entre el rol del estado y los conflictos socioambientales en la localidad de Bretaña, río Puinahua, región Loreto - 2018. Esta investigación de tipo descriptivo correlacional, transversal para efectuar nuestro objeto del estudio de la muestra, fue establecida en función de criterios de representatividad cualitativa con cuyos pobladores con edad de 20 a 59 y mayores de 60. Se pudo evidenciar que son 876 según la encuesta realizada el 2018 a cargo del Centro de Salud de Bretaña, de acuerdo a cuya muestra se aplicó la formula estadística para población finita, dio como resultado 481 habitantes. La técnica utilizada fue la encuesta y los instrumentos el cuestionario de elaboración propia y una guía de entrevista semiestructurada. De acuerdo a los resultados, los roles y/o funciones del estado influyen positiva y negativamente en las relaciones que existe entre los roles del estado y los conflictos socioambientales en la localidad de Bretaña, río Puinahua, región Loreto - 2018.

It was taken as emphasis, the verification in a specific and concrete way with the roles and functions carried out by the different state sectors: such as the manager, the regulatory, the inspector, the promoter and the operative, based on surveys that were taken to only 481 inhabitants of the town of Brittany and the certain interviews with the Authorities of the mentioned town, serving these sectors as transmitters in real time of information at the time in which they were put to the test by the population, this served to identify and measure the effectiveness that these (state sectors) present when carrying out their assigned functions to the locality. The objective was to determine the relationship that exists between the role of the State and the socio-environmental conflicts in the city of Bretaña, Puinahua River, Loreto region - 2018. This descriptive, correlational, transversal investigation to carry out our new study object, It was established according to criteria of qualitative representativeness, with population settlers aged between 20 and 59 and mayors of 60. It can be seen that there are 876 according to the survey conducted in 2018 in charge of the Health Center of Britain, according to the sample the statistical formula for finite population was applied, resulting in 481 inhabitants. The technique used was the survey and the interview with the instruments, a questionnaire of proper elaboration and a semi-structured interview guide. According to the results, the roles and functions of the state have a positive and negative influence on the relationships that exist between the roles of the state and the socio-environmental conflicts in the city of Bretaña, Puinahua River, Loreto region – 2018.
