The flood risk evaluation to flood process was carried out in Pebas City, located east of Iquitos and on confluence of Amazon with Ampiyacu River, Mariscal Ramón Castilla province, the Hierarchical Analysis Process - AHP was used (Saady, 1980) to determine the weighting of the conditioning and triggering factors that induce flooding, that is, the risk depends on the hazard and vulnerability degree, with rainfall being a conditioning factor and the physiography, slope and soil were considered as triggers factors of event in determining the hazard degree. For physiography, drone photogrammetric techniques were used to determine the topography and location of houses. Likewise, for vulnerability the social and social-economic dimensions were analyzed, within them AHP was applied for “resilience” based on age group, for “resilience analysis” were analyzed: educational level, social program, insurance and house, which allowed us to obtain a range of values to categorize vulnerability. Results obtained with AHP of hazard, vulnerability and risk are categorized as very high, high, moderate and low. Through the GIS, we were able to create Flood Risk maps for Pebas city. This methodology is regulated by the Center for Risk and Disaster Prevention (CENEPRED) as a requirement for Risk Management. The present investigation, concluded that drone aerial photogrammetry work helps to manage extreme hydrometeorological risk for Amazonian cities, within which the determination of hazard and vulnerability are key points. Likewise, it 8 has been estimated that only 7% of the territory of the urban sector of Pebas city is at “Very High” risk, said territory is located on the area of islands, beaches and low terraces. The level of acceptability and tolerance of risk identified in the population is unacceptable, which indicates that immediate and priority activities should be developed for risk management.
