Contracting of goods and services by public institutions is key to efficient and timely public management. Unfortunately, in Peru, contracting procedures, regardless of their contracting regime, are often slow, inefficient and complicated, which generally leads to delays in the execution of national and local projects for the benefit of the neediest population. This professional sufficiency work seeks to improve contracting procedures within a Public Entity, using the tools available in Methods Engineering and Process Management, using the PDCA methodology. Through a thorough investigation of the existing contracting process, obstacles and opportunities for improvement are pointed out. Thus, to improve the management of public contracts, procedures aimed at reducing times are suggested, without sacrificing transparency or compliance with current regulations. The tools used contain flow charts, process maps, Pareto diagrams, among others. It is expected that the results of this proposal may contribute to improving the contracting system, with the aim of increasing the efficiency and optimization of the use of state resources. Finally, this work seeks to propose a more dynamic methodology that allows a faster flow of minor contracts, which allows public resources to be used in a timely manner and for the benefit of the population.
