The title of the research “Fundamental right to public health in the context of the proliferation of stray domestic animals in the district of San Jerónimo, Cusco - year 2023”. The proliferation of stray domestic animals, such as abandoned dogs and cats, has been and is a constant concern that poses significant challenges to public health and the well- being of the population. The proliferation of stray domestic animals not only raises animal welfare issues, but also has a direct impact on citizens' fundamental right to public health. The study aims to: Analyze how the fundamental right to Public Health is being affected in the context of the proliferation of stray domestic animals in the district of San Jerónimo, Cusco – Year 2023. For this purpose, we have used the methodological design of the qualitative approach, applying instruments such as documentary analysis sheets and semi- structured questionnaires, the instruments respond to the techniques of qualitative research. The conclusions of the research are related to the perceptions of those who are part of the study unit regarding the way in which the fundamental right to public health is being affected within the framework of the proliferation of stray domestic animals in the district of San Jerónimo Cusco, about which they perceive constant violation of the fundamental right to public health, due to the lack of effective public policies that guarantee the effective enjoyment of the right in question. Finally, some actions are proposed for the District Municipality of San Jerónimo to take into account as a solution to the problem raised.
