The objective of this innovation proposal is to improve the governing role of the MVCS to lead the improvement of compliance with environmental obligations by sanitation service providers (PSS) at the municipal level, with the purpose of improving the quality of life of the population. Likewise, it seeks to improve the low level of technical knowledge and budget identified in the PSS of the sanitation sector. The Ministry of Housing, Construction, and Sanitation (MVCS), as the chief institution of the sanitation sector, is responsible for leading this proposal. However, four causes have been identified that contribute to the ministerial weak leadership capacity to improve compliance with environmental obligations by municipal PSS during the 2020-2021 period. These causes are as follows: (1) the lack of regulation that considers organizational diversity, (2) evaluation based on standards rather than results, (3) the absence of normative instruments to incentivize good practices and align behaviors, and (4) the limited technical and managerial capacity of PSS in environmental matters in the sanitation sector, as well as the difficulty in maintaining quality information. For this reason, the innovation proposal proposes strategies for the transfer of knowledge, such as internships and the use of the actions currently carried out by the MVCS. In addition, it proposes to complement these strategies with Management Incentives through the Municipal Management Incentive Program of the Ministry of Economy and Finance (MEF). Additionally, it proposes activities and indicators that contribute to the fulfillment of goals in the sector and improve the performance of the development of environmental obligations In conclusion, municipal PSS exhibit low levels of sectorial, technical knowledge and budget. To address this issue, it is proposed that the MVCS, through the National Rural Sanitation Program, lead the present innovation proposal to improve compliance with environmental obligations and ultimately enhance the quality of life of the population.
