Modern international law has paid special attention to states; however, in the context of globalization, other relevant actors have appeared. In effect, the sub-state governments (Regional and Municipal) of different countries have reached a level of dialogue that has resulted in decentralized diplomacy, and, as a result, in sub-state agreements, called “inter-institutional agreements”. These understandings are aimed at developing actions that can allow them to address their main problem through donations and technical cooperation, consisting of expert trips; internships; exchange of technology, experiences / successful practices; and, training courses, in areas such as commerce, culture, economy, education, tourism, human resources or the environment, among others. In addition to these advantages, the “inter-institutional agreements”, which involve Regional and Municipal Governments, have the particularity of allowing their international insertion through exports, investment, tourism and cultural / educational issues. In this sense, in this thesis, the national and international regulations that regulate these agreements will be analyzed, in order to propose ad hoc legislation with a view to strengthening the use of these modern legal and political institutions
