The present bachelor thesis is about one of the mayor problems of modern cities, the public transport. Puntually, it is studied the actual service offered in the north area of the Province of Callao which is mostly conformed by the district called Ventanilla. In the last decades, the urban and industrial development in the area of study added to its difficult physical environment, has produced that the North Callao just possess one way of terrestrial communication to the south and the rest of the Metropolitan area of Lima and Callao, in consequence, this way named Nestor Gambetta Avenue hold up a heterogeneous traffic composed by public transport, private transport and a great quantity of freight transport sharing at the same time the same road without any segregation or other organization. In addition to this, the informality and the disorder of the responsible companies in the operation on the public transport system, which it’s mostly vehicles have low capacity that created a market of extreme competition and an oversupply service. All of this factors are reflected in a deficient index of service and low levels of quality of the public transport characterized for being overcrowded, its high operating costs, the great waste of time, the abuses over the users, the high rate of vehicular accidents and others negative impacts. The actual situation in the Gambetta Avenue requires an improvement in order to increase the standard of living of the population in this area. In that sense, it is proposed two alternatives of the project to raise the level of service of the public transport as well as restructure the vial conditions in the corridor, decreasing the negative impact on the economic activities developed in the area. The first alternative proposed is extend the future Line 04 of the Metro of Lima and Callao through a Light Rail Train (LRT) in the surface level taking in advantage the great right of way of the Gambetta Avenue in order to reduce the investment costs. The second alternative, is a Bus Rapid Transit (BRT) line which also starts in the conection with the Line 04. The two alternatives have pros and cons: an LRT require higher costs for the construction (approximately $626 million dollars) in comparison with a BRT (approx. $422 million dollars), however, if the operating and maintenance costs were added for a life period of 30 years, this panorama change: the alternative 01 and the alternative 02 LRT would require around $214 MM and $688 MM, respectively; in general, the total costs of the alternatives would be $840 MM and $1,110 MM for each one. Besides both alternatives offer social benefits, on the one hand, the first and the second in the same measure will reduce the vehicular operating costs of the actual system transport. In the other hand, the LRT would generate mayor benefits saving more travelling time and reducing polluting emissions. In pursuance of determinate if the project is profitable or not, the calculation of the social benefits is quantified during the period of life of the project (2021-2051) and then it is compared with the capital costs using the parameters stablished by the Minister of Economic and Finance of Peru (MEF) and its Nacional System of Public Investment (conversion factors of social prices and the social discount rate 9%). The result shows that any alternative is economical profitable, nevertheless, it is relevant to indicate that the alternative 01 LRT obtain a Net Present Value (NPV or VAN) higher than the alternative 02 BRT with around $912 MM and $848 MM, respectively. In conclusion, the best alternative to the “Massive Public Transport Project Ventanilla – Óvalo Cantolao” is the extension of the future Line 04 of the Metro of Lima through a LRT in the surface level until Ventanilla.
