The research seeks to determine those factors of success or limitation of the AGROIDEAS Program in the association PROFRUT - La CANO - Arequipa, in compliance with the main objective of the program that seeks: "Improve the competitiveness of agricultural production of small and medium farmers in the country ”, Through the three components of the program: Associativity, Management and Technological Adoption, objectives that they consider as an end:“ Increase employment, income and living conditions of small and medium farmers in the country ”. The AGROIDEAS program "is an initiative of the Peruvian state through MINAGRI that promotes inclusive development in the country" (MINAGRI, 2013). It has been identified that there are factors for the success of the program itself, such as: the required eligibility requirements and regulations, while there are limiting factors, such as non-precise definitions of small farmer and competitiveness that do not allow objectivity in the determination. of the target audience to which the Program is focused, as well as the lack of precise qualitative and quantitative indicators that allow a follow-up, monitoring and evaluation, as well as an adequate improvement plan. Regarding the associativity and technology transfer components, the achievement of the formalization of the organization and the financing of the transfer of technology have been identified as success factors, being the internal factors the limitations of the organization since the consolidation of the organization is not achieved. organizational culture of the OPA PROFRUT and, on the other hand, technical assistance, although it is considered within the technology transfer component, this is not timely, as well as the lack of technical support in the product commercialization stage, failing to comply with the objectives proposed by the program. In the chapter on recommendations and the value proposition, the revision of the program is proposed based on the improvement, from the Social Management approach, of the strategies that consider strengthening and inter-institutional and interinstitutional articulation that allows the sustainable achievement of the proposed objectives. Both the program and the National Agrarian Policy itself that achieve both competitiveness and sustainability in the breadth of agricultural activity.
