The title of this Thesis is "Methodological proposal for the preparation of Pre-investment studies of retail food markets in urban areas with a population of less than 20,000 inhabitants." This work has been developed in five chapters, which are summarized below: In Chapter I, the research problem statement was developed, which included the description of the problematic situation, the formulation of the main problem, as well as the specific problems, the statement of the research objectives and the justification of the same. Then in Chapter II, the Theoretical Framework was developed, taking into account the research background on the subject in question, basic theories and the conceptual framework as well as the theoretical-conceptual approach adopted by the research. In Chapter III, the methodology of the research carried out was presented, indicating the characteristics of the research, level, as well as the method used for the preparation of the research, which in this case is analytical-synthetic. In Chapter IV, a diagnosis has been developed based on a universe of 448 Pre-investment studies, registered in the Bank of Projects of the National Public Investment System of Peru (SNIP) until 2016. From this universe a sample of 50 projects to carry out the diagnosis, the quality of the studies carried out referring to retail food markets in small urban areas was evaluated, finding a series of deficiencies in their formulation and design, although they are approved and declared viable by their respective local and regional governments. Finally, Chapter V, has developed the methodological proposal for the preparation for the preparation of Pre-investment studies of retail food markets in urban areas with a population of less than 20,000 inhabitants. This proposal encompasses the three phases of any public investment project such as Identification, Formulation and Evaluation, and in this case, it refers to minority food market projects in small urban areas.
