For many years, Peru has faced a critical situation, characterized by serious restrictions to meet one of the main environmental objectives, such as the improvement of air quality, these limitations occur because all vehicles consume fuels that are not in accordance with international quality standards. In Peru, fuels with a high sulfur content were produced that are still mixed with imported fuels (diesel and gasoline) to reduce the sulfur content and improve some properties, meeting the specifications detailed in the Peruvian Technical Standard (NTP) for the Energy and Mines Sector in fuel quality. The new Talara Refinery, in compliance with its objectives and as required by the Energy and Mines Sector, has built a modern refinery and is about to start the start-up operation of the HTD diesel hydrotreating plant (licensor: Haldor Topsoe), which will process 41.0 MBSD, producing diesel with a maximum sulfur content of 50 ppm by weight and with a minimum cetane number of 47. In this work we identify, analyze and evaluate the main operating variables in the different stages of the start-up of the diesel hydrotreatment plant, in order to avoid operational emergencies. Likewise, it seeks to eliminate the possible dangers and risks due to the lack of experience in the use of hydrogen in the load, reactor with fixed bed and compressors.
