The present research work has the general objective of describing whether information technologies influence the open government of an investment portfolio in a government entity. The participants that make up the sample are 25 civil servantsin charge of the investment portfolio. The applied methodology has a quantitative approach, with a descriptive scope and a transversal experimental design.The results reveal that the public entity does not have technological solutions within its central processes, that is, the effort made overtime has been to offer solutions in the support processes. This situation has led officials to use manual computer tools (officematics) to create "ad hoc solutions"; however, these solutions are prone to errors, lack of security, flexibility, lack of analysis, and high demand for working hours. In addition, this has generated in the entity a sense of attending to the urgent and not the important (generating public value). The results of this type of information management are reflected in the existing bureaucracy for the publication of the entity's results; complex and incomplete information, reports that are difficult to understand and lack of accessibility to the variety of information from the public.Therefore, it is concluded that the correct design, development and implementation of information technologies in the key processes of a publicentity have a positive impact on the improvement and management of open government, communication and the generation of public value.
